Romney’s transition has grown to more than 100 officials, preparing dossiers on potential nominees and gaming out legislative strategy. Only a few weeks ago, the exercise had an air of make-believe, even to some of the participants. “Now, we’re shooting with real bullets,” a Romney adviser said.
