Some students pay tuition that is as high as it is to fund financial aid that is offered to other students.

Is there something wrong with that?

In his proposed budget, Virginia Governor Bob McDonnell is seeking to cap the use of tuition dollars from in-state students to provide financial aid, a practice employed by almost all colleges and universities, public and private. Who ultimately bears responsibility for ensuring access to higher education? If states aren’t willing to pay, do institutions have the right to charge more to students who can pay in order to subsidize those who can’t?
